How to Make a PDF Under 1 MB or 2 MB for an Upload Form

Visa, job and university portals often reject PDFs over 1, 2 or 5 MB. Here’s how to get a scanned document under the limit without making it unreadable.

Online application forms — visas, job portals, university admissions, government services — often accept PDFs only up to 1 MB, 2 MB or 5 MB. To get under the limit, compress the PDF with Compress PDF using Strong compression, and if it's still too big, remove pages you don't need or remake the PDF from smaller photos. Here's the full method, in the order that works best.

Step 1: Compress the PDF

  1. Open Compress PDF and add your file.
  2. Choose Balanced first. If the result isn't under the limit, go back and choose Strong.
  3. Click Compress PDF and check the new size against the portal's limit.
  4. Click Download compressed PDF and upload that file.

Scanned documents usually shrink a lot — a 6 MB, three-page scan typically ends up between 0.5 and 1.5 MB on Strong. Check that the text is still easy to read before you submit: zoom in on the smallest print, such as a passport number or a date.

Step 2: Remove pages the portal doesn't need

Every page adds size. Common candidates:

  • The blank backs of single-sided documents scanned double-sided.
  • Instruction pages at the end of a form.
  • Pages of a bank statement beyond what was asked for — a portal asking for "the last three months" doesn't need the whole year.

Step 3: Remake the PDF from photos, the small way

If you photographed the documents with your phone, the photos are probably 3–5 MB each, and a PDF built from them is enormous. Rebuild it:

  1. Open Image to PDF and add the photos.
  2. Put them in order and leave Make the PDF smaller ticked — it scales each photo to 2,000 pixels and compresses it.
  3. Choose A4 (or US Letter) so every page has a normal paper size.
  4. Convert, then run the result through Compress PDF if you need it smaller still.

When a portal wants a single image rather than a PDF — a photo or a signature, say — Compress Image to KB can hit an exact size such as 200 KB or 50 KB.

These are typical figures, not guarantees: colour scans with lots of detail are bigger than black-and-white letters.

Keep it readable

Portals are read by people. A file that's under the limit but blurry can get your application rejected, so:

  • Zoom to 100% and read the smallest text — document numbers, dates, signatures.
  • Avoid compressing twice. Each round loses a little more detail; always go back to the original and pick a stronger level instead.
  • Scan at a sensible resolution. If you can rescan, 150–200 dpi is plenty for text documents; 600 dpi scans are huge for no benefit on screen.

Why some portals still reject the file

  • The limit includes all files together. Some forms add up every upload; check the total.
  • The portal wants a specific format. PDF/A or "PDF version 1.4" requirements are rare but exist; most portals accept any standard PDF.
  • The file name has unusual characters. Rename the file with plain letters and numbers, such as passport-scan.pdf.
  • The PDF has a password. Remove it with Unlock PDF — portals usually can't open protected files.
